Go ask your gunsmith/FFL dealer if you can have your cousin bring down a handgun and do a person to person transfer if what I say sounds off. As long as it's not one on the ban list (Tec-9, Mac-11 or the likes) there isn't a problem. Since he/she is coming down in person to do the transfer at your local FFL holder there isn't a problem with FFL transfer it's person to person transfer. But if you have them ship it to your FFL it's not workable.

Not that question is on the "yellow paper". And besides I've known guys who just got a piece in and while showing it off to another friend, who wanted it more paid dearly for it on the spot then gone off to do the transfer. So by your definition that's illegal. I thought I was just trying to help someone out with an option and not get in to a legal debate Hell just get a Commander Slide and engrave Servicemaster then.
